As part of our ongoing support following Super Typhoon Bavi, we will transition to Phase 3 — Recovery Assistance — from 22 July through 5 August.
Phase 3 assistance will primarily be provided as loans or a combination of grants and loans. Soldiers should file their personal property insurance claims first, and AER can assist with deductibles when appropriate. Assistance includes:
* Minor home repairs (loan up to $5,000)
* Personal property insurance deductibles
* Basic living needs
* Other needs impacting life, health, or safety
Eligible recipients for Phase 3 include active-duty Soldiers, retired Soldiers, survivors, and Guard/Reserve members on Title 10 orders.
Please note: AER headquarters will continue processing Evacuation and Preparedness applications (phase 2) through 21 July.
AER Update - Current Events - 7 JUNE 2026
In the event your area was impacted by Super Typhoon Bavi, I wanted to provide you with guidance concerning AER disaster response phases.
- Preparation is the Key, ensure Soldier’s create a portal account in advance.
- Use your local media resources to get the word out that AER is here to help.
- If assistance is needed, use the portal to apply online.
Evacuation and Preparedness Assistance (15 days: Ends 21 Jul 2026): During this initial response phase, Soldiers and Families may receive up to $1,000 as a grant to help with evacuation and urgent basic needs before and right after the crisis.
AER can provide grants up to $1,000 for the below covered expenses with minimal documentation.
- Travel cost for ordered evacuations (Involuntary or Voluntary)
- Expenses for returning home after evacuation
- Temporary Lodging, Food, and Fuel
- Essential items needed for safety when stabilizing-in-place
The following Soldiers are eligible for financial assistance during this phase.
- Active-Duty Soldiers
- Retired Soldiers
- Survivors
- Guard/Reserve on Title 10 orders
- Additionally, AER eligibility is extended to Guard/Reserve not on Title 10 orders (TPU/Title 32) and Gray Area Retired Soldiers (These Soldiers do not have allottable DFAS pay)
Required documents.
- Military ID
- LES/ERAS
- Title 10 Orders (if applicable)
(4) Voided check/bank document that includes entire account and routing numbers (*Document must match bank account validated in your AER portal account)
(5) Proof of residence in affected area (ie, utility bills, mortgage statement, driver’s license, etc…)-LES does NOT work for this purpose
Recovery Assistance (15 days: Begins 22 Jul / Ends 05 Aug): After the Evacuation and Preparedness phase ends, assistance may be provided during the Recovery phase to help Soldiers and Families return to normal operations. This support is primarily provided as a loan, or a loan and grant combination for Soldiers who have allottable DFAS pay. Recovery Assistance will not be provided until 22 July, to ensure all efforts are made to care for Soldiers and families, seeking assistance in the evacuation and preparedness phase.
Assistance may be provided to cover:
- Minor home repairs (up to $5,000 loan)
- Personal property insurance deductibles
- Basic living needs during recovery
- Other essential needs that affect life, health, or safety
Note: Assistance for major home repairs IS NOT authorized, and AER does not replace personal property insurance. Soldiers should file personal property insurance claims first, and AER can assist with deductibles when appropriate.
The following Soldiers are eligible for financial assistance during this phase:
- Active-Duty Soldiers
- Retired Soldiers
- Survivors
- Guard/Reserve on Title 10 orders
The AER response effort is a total of approximately 45 days.
